摘要 随着电子计算机技术的发展和普及，信息化建设已经渗透到各行各业中，其 高效、便捷的特点为社会生产发展提供了有力的支持。人事管理工作作为单位内 部行政管理的重点工作来讲，在整个机关工作中发挥着举足轻重的作用，人事工 作的质量将直接影响到全系统干部职工整体素质以及职工利益、职工关系等，进 而影响到税收事业的全面健康发展。为进一步实现行政管理信息化，提出了以“秦 税工程”为背景的行政机关人事管理信息系统的需求。 本文就是在这样一个背景下，以税务系统这一行政部门为代表研究对象，对 系统开发的必要性进行了深入调研和分析，在充分研究的基础上，对业务需求、 功能需求和非功能需求三个方面进行需求分析，并结合实际工作流程，逐步建立 了系统模型。接着，以 SSH 框架为系统架构，采用 MySQL 作为底层数据库，Tomcat 作为 Web 和应用服务器，设计并实现了基于 J2EE 架构的行政单位人事管理系统。 通过对系统进行功能测试、压力测试、兼容性测试和安全测试，确保系统可靠的 运行，满足了实际工作需要。 关键词：行政管理 J2EE SSH Abstract With the development of the computer technology, various industries have adopted information technology. The features of high efficiency and convenience of IT provide a strong support for the development of society and industrial productivity. The personnel management plays an important role in the daily administration of any government section. The quality of personnel management in tax section will directly influence the staffs’ interest, job competency and internal administration, thereby affecting the overall steady development of government’s taxation. The Administration Personnel Management Information System based on “Qin Tax Project” is therefore proposed to further the informationization in this government section. In this context, we carried out in-depth researches and analysis on the necessity of the development of the system with the tax administration departments as a representative. Based on the said study, we have thoroughly analyzed the business requirements，the functional requirements and non-functional requirements, which helps establish a system model with consideration to the actual work flow. Then we design and construct the administrative personnel management system through J2EE framework, SSH framework, MySQL as fundamental database and Tomcat as its web and application server. We have the designed system gone through functional test, pressure test, compatibility test and safety test to ensure that the system is capable of satisfying all the requirements and is reliable. K
