基于Kraljic模型的药品采购应用研究 李荷华* * 作者简介：李荷华（1975.11-？），女，博士。研究方向：采购与供应链管理，Email: HYPERLINK mailto:hhli@ hhli@ ；蒋春伟，上海第二工业大学经济管理学院 2005级本科毕业生 （上海第二工业大学 经济管理学院 上海 201209） 摘要：众所周知，“看病难、看病贵”已成为了我们国家如今重点关注和急需解决的热点问题之一，其关系到了每一个普通老百姓的切身利益，而造成此问题的关键因素在于医疗和药品费用的居高不下，而究其根本原因，就在于我国现行不完善的药品采购模式所导致的医院和药品零售商店药品采购成本的高昂。本文在分析国内外药品采购现状的基础上，针对国内目前药品采购中存在的问题，从理论上提出解决措施。并重点讨论了基于Kraljic 模型的战略采购方案。本文的研究成果对于各大医院和药品零售商店在药品采购过程中提高药品采购效率、降低药品采购成本，降低药品零售价格，起到一定的积极作用。从而使我国各大医院和药品零售商店能够更好地履行其社会责任，为老百姓谋福利。 关键词：药品采购；Kraljic模型；战略采购 A Study of Drug Purchasing by Kraljic Model Hehua Li Chunwei Jiang ( School of Economic and Management, Shanghai ABSTRACT：As we all know, “difficult and expensive medical treatment” has become one of the heat issues for our country to focus and it should be solved in no time. The problem has influenced the benefits of every people. However, the key to the problem is the high fees of the medicines, and we can deeply find that the fundamental reason is the imperfect drug purchasing patterns in our country which results in the high cost in hospital and drug retail store’s drug purchasing.The author takes advantage of the Kraljic model to analyze and research the drug purchasing processes of the hospitals and drug retail stores, using the effective purchasing strategy to different kinds of drugs.the author hope that this research can improve the drug purchasing efficiency and lower the costs of drug purchasing, which can make great contributions to lower the drug prices, and let the hospitals and drug retail stores fulfill their social responsibilities to benefit every people. Keywords: Drug Purchasing; Kraljic Model; Purchasing Strategy 当前在我国，药品采购中的腐败行为，药品采购环节过多、交易渠道过于复杂以及采购过程的不透明现象，不仅造成了医药资源的大量损失、药价的不正常提高，还为伪劣药品进入市场提供了可乘之机，给老百姓买药看病造成了巨大的经济负担，并且还使患者的健康和生命受到了严重的威胁。本文以我国现今的药品采购模式和环境为背景，具体运用基于Kraljic模型的战略采购方法与药品采购相结合，探讨如何提高我国各大医院及药品零售商店的药品采购效率，从理论上提出解决措施。为老百姓看病贵的问题做出自己的一份贡献，并积极响应全国两会关于深化医疗体制改革制度的号召，更好地贯彻我国“以人为本，构建社会主义和谐社会”的发展方针。因此，
