Therefore, the objective situation requires that the level of public security informatization should be improved urgently. The workload of police is growing now and thus the informatization of public security management is the future trend regarding development. The police work needs to rely on the exclusive network of public security information to complete the functions of information sharing and law enforcement and to improve the level of punishing, managing and serving in public security agencies.. As one of the most important businesses of the public security department, the alarm has provided important basis for dealing with accidental emergencies. With the continuous development of computer technology, to establish the alarms receive and dispose system through computer technology can high-efficiently 、 quickly process and normatively analyze the alarm. This article is based on the technology requirements of police training to develop an emergency response system in integrated management platform aiming at the needs of unit’s emergency information management. Based on B/S mode design architecture, the system is designed using Unified Modeling Language and ASP.NET technology framework, the design patterns standards of MVC 4.0, the C # language and the development platform of Visual Studio 2012, so it has good scalability, great maintainability and high security.
