ABSTRACT China Telecom Integrated Service Provisioning Platform(ISPP) provides mobile core network with uniform entrance and centralized door for the business support system to configure various services, and thus shields the complexity of business flow within communication operators。It requires that the communication between any upper-layer businesses and network elements should be through ISPP, however, ISPP implements interface access by SOAP and the available network elements does not support this way. Therefore, it is necessary to develop Network Provisioning Interface (NPI) between ISPP and network elements in order to make ISPP access the equipments of network elements by SOAP. This paper mainly introduces the background, main functions and key technologies of ISPP, and forecasts the development of the further in terms of the current application situation. The paper complied a conversion from SOAP requisition to network command, implementing a adapter between Business Support System and Core network, resolving the relation of To-many between Business Support System and Core network.Firstly, this paper deeply studies the command interpretation module, command sending module and command receiving module of NPI and implements the transformation from SOAP business requests to network commands. Based on above, the performance and expansibility of ISPP is analyzed and the expanding of the whole business of ISPP is implemented. Afterwards, by way of asynchronous communication mode, the performance is improved that the Program is correct. Finally, test environment is constructed and test case is designed based on test content, subsequently, the unit test and integrated test of command interpretation module and message display module is carried out, and the test result is analyzed, Forecast the development of further, this way is correct and feasible.
