In order to cult ivate and promote their core competit iveness, more and more manufacturing enterprises adopt outsourcing on the ir non- core business. O utsourcing not only can help manufactur ing enterprises finish the non- core business with low cost and high benefit, but also can help manufacturing enterprises focus resources on the development of their core competit iveness, thereby further consolidate and enhance their market competit ion status. However, successful outsourcing can be the booster to cultivate and promote enterprise s’ core competitiveness, while failed outsourcing may bring enterprises some affect and loss, such as weakening enterprise core competit iveness, or even elevat ing the control right. Contraposing this sit uation, this thesis analyzes manufacturing enterprise outsourcing mot ives and the affecting factors. Research found that the affecting factors of manufacture enterprise outsourcing decision ma inly inc ludes four factors such as strategy, economy, environment and risk, and research also found that these factors and their son factors had relat ions. Based on this, the paper introduces AN P evaluat ion method, builds a decision model based on AN P, and designs a risk evaluation system based on fuzzy comprehensive evaluat ion method to quant itative ly analyze the risks of the scheme “outsourcing”, therefore help decision makers reduce the rate of wrong decis ions in outsourcing and make a reasonable and proper choice scient ifically on the outsourcing decision issue.
