华 华 中 科 技 大 学 硕 士 学 位 论 文 II II Abstract Reasonable allocation of the total water pollutant emissions has an important influence on the protection of the water environmental quality, and promotes economic development in the watershed within.But the total allocation of water pollutants in the principles and methods is not yet perfect, and the allocation scheme is often difficult to implement. In this paper, firstly the basins total water pollutant allocation of existing basic theory and technology was analyzed, a fair balance between efficiency was as the basic principles; analytic hierarchy process was selceted as the initial distribution model and contains the social, economic, environment, technology, management factors index system were build, and 15 indicators were identified; evaluation indicators as population, GDP, Administrative Region of the area, fresh water consumption, the Gini coefficient method was selected as the initial distribution of the fairness of the judge model,which population, GDP, Administrative Region of the area, fresh water consumption was evaluation indicators. Then, for the unfair allocation results expressed in three identified the technical route optimization allocation result, the establishment of a feedback optimization model. Finally, to Dongguan the Dongyin canal as an example, how to allocate the total amount reduction was researched. Based model, to choose COD and NH3-N as control indicators, basin - Administrative Region for the purpose of allocating the main line, get population - reductions (μ1), the GDP-reductions (μ2), the area of region(μ3), the amount of fresh water consumption (μ4) were 0.262,0.262,0.289,0.330, respectively. They were less than 0.4, in the range of fair distribution. But, the GDP-reductions was contrary to the principle of the efficiency of the total allocation.
