硕士学位论文 硕士学位论文 地方政府伪自g新的内在机理探究及相关对策分析 Abstract Pursuing the rational maximization the central authorities and pursuing opportunity of maximization microscopic enterprise is unable into the system innovation rational main body，but has the relatively independent benefit goal and the resources disposition power local authority，has agreed with exactly the above two merits。thus becomes the Chinese society reforming time system innovation the object choice．Take the analysis frame by the new system economic way dependence theory and the dynamic gambling theory，because had the serious way dependence phenomenon to the local authority in the innovation and the false innovation intrinsic mechanism and the external performance which gambled with the central authorities causes has carried on the thorough scientific theory or principle analysis． Directing·against two inherent mechanism of false innovation，we will improve in two aspects：First，strengthen the dynamic gambling of central government and the microcosmic body：Second，found innovation system,improve innovational strategy，break the way dependence，and then proposed standard local authority innovation all sorts of counter-false action． Keywords：local authority；false innovation；way dependence； dynamic gambling；institutiOnal innovation n 硕士学位论文 硕士学位论文 地方政府伪创新的内在机建探究及相关对策分析 前言 政府创新是当今国内行政管理学界深度关切的一个重要课题，也是各级政府 高度关注的一个问题。随着政治体制改革的深入，有更多自主权的地方政府在内 外因素影响下制度创新要求越来越强烈。在党的十六届三中、四中全会对深化行 政管理体制改革和政府管理创新做出了全面部署，指明了方向的情况下，政府创 新实践逐步开展，学术界也深度关注。 事实上，政府自产生以来， 就一直随着行政环境的变化在持续不断的变革 中。尤其是上个世纪以来，西方发达国家自6 0年代的“新公共行政”运动， 到7 0～8 0年代“新公共管理”的发展，及至9 0年代以来的“重塑政 府”运动， 政府管理的理论与实践一直都处于不断的更新中。国外研究的重点 是政府创新的原则、方向、领域、可行性方法等偏向行动及微观领域的研究，并 注重结合西方先行改革国的实际案例。西方政府创新理论研究是结合西方政府改 革的实践进行的，注重结合案例，务实是其很大的特色，这一点很值得我们借鉴。 同时研究这一课题所使用的新制度经济学的理论和分析工具在西方国家也发展 得比较成熟，为我们研究问题提供了全新的视角和理论基础。但我国国内对于政 府创新大规模深入的研究还是从近几年才开始的，还处于探索阶段，国内对于政 府创新的研究主要可以分为这样几个方面：一是为政府创新提供理论支持，鼓励 政府创新；二是对政府创新的基本问题的研究，包括确定政府创新
