中国医院药学杂志 北京地区基层医疗机构中成药处方点评共识报告（2018 版） 北京市卫生和计划生育委员会基层医疗机构处方点评工作组，北京中医药学会临床药学专业委员会青年委员组 摘要 基层医疗机构的中成药品种数和临床使用日益增长，合理用药问题日趋突出，但目前缺少适用于基层医疗机 构中成药处方合理性评价的技术规范和指导。针对这一亟需解决的问题，北京市卫计委基层医疗机构处方点评工作组 中成药学组会同北京市 10 余家二、三级医院的一线临床中药师，在前期工作和现有认识基础上，编写了本共识。本 共识的编写遵循中华医学会、中华中医药学会关于指南编写的建议，参考国内外权威、常用的 Delphi 专家咨询法和 GRADE 证据评价系统，采取最新的共识报告形式完成。最终形成的共识涉及点评工作的组织管理、适应症和遴选药 品点评、用法用量和疗程点评、联合用药点评 4 部分共 27 条“陈述” ，为基层医疗机构的中成药处方点评提供技术参 考和学术指导。 关键词 中成药；处方点评；基层医疗机构；专家共识 Beijing consensus report on prescription review of Chinese patent medicines in primary medical and health care institutions (version 2018) Primary medical institution prescription review working group (Traditional Chinese Medicine) of Beijing Municipal Commission of Health and Family Planning, Clinical Pharmacy of Chinese Medicine Youth Committee of Beijing Association of Chinese Medicine) Abstract With the increasing varieties of Chinese patent medicines and their clinical use in primary medical and health care institutions, the problem of reasonable use is getting worse. Currently, there is a lack of technical specifications and guidance for evaluating the rationality of Chinese patent medicine prescriptions. Aiming at this problem, this consensus report is written on the basis of previous work and existing knowledge, by the primary medical institution prescription review working group (Traditional Chinese Medicine) of Beijing Municipal Commission of Health and Family Planning, and the first-line clinical pharmacists of more than 10 secondary and tertiary hospitals in Beijing.
