征地拆迁问题与对策研究.docVIP

摘 要 近年来，一些地区在征地拆迁中，相继发生多起致人死伤事件，群众反映强烈，社会影响十分恶劣。 征地拆迁工作的复杂性决定了解决征地拆迁矛盾不能单纯依靠行政强制执行、事后监督救济，而必须在制度源头加强对公民财产权的保护，严格依据宪法建立公平公正的征收制度，同时对具体程序、补偿和安置等进行改革和完善，在实际操作上既严格依法办事，又尽量以人为本，真正将征地拆迁制度化、法治化、人性化，有效化解拆矛盾纠纷，顺利推进征地拆迁工作。 本文运用公共管理相关理论对四川省古蔺县征地拆迁管理的具体情况进行研究，总结城市建设中征地拆迁管理工作所取得的经验，发现执行过程中存在的主要问题以及形成这些问题的主要原因，并有针对性的提出改进的对策，为地方城市建设中征地拆迁工作的顺利开展提供一定的参考建议和决策依据。 关键词：土地征用；拆迁；补偿安置；古蔺 Abstract In recent years, some areas in the land expropriation and housing removal, have a number of deaths and injuries caused by the incident, the masses have strong, very bad social influence.
