This article which revolves the setting of economic and social development strategy in Mu-dan District, is to exploring how to determine the county strategic target more scientifically, and then providing basis for speeding up establishment of development strategy and planning. The article which using the basic theoretical methods of strategic management of economic geography, muti-objective decision and development strategy for regional economy, analyses the development foundation, situation facing and problems of Mu-dan District in current time from four aspects, that is, economic construction, social construction, political construction and ecological civilization construction. The main problems includes that, in terms of economic development , the level of industrialization is relatively low ; extensive economic development mode remains unchanged ; industry characteristics are not prominent; the trend of isomorphic is serious ; large-scale agricultural processing enterprise groups are very little; the traditional services, which have a high proportion, but a low level of industry; trade logistics and market advantage is not obvious and so on ; within social development , total social undertakings spending is too small; urban and rural incomes low; the refinement and quantification system of some mechanism is imperfect ;cover and extension to grass roots is not deep enough.
