摘要摘要 摘要 摘要 电子政务遗留系统，是指已经在政府机构中运营了较长时间，承担政府机构 的关键业务，并且随着计算平台的变迁和政府业务需求的发展，需要不断改进和 完善的电子政务系统。当前，我国电子政务系统建设的重要任务之一就在于“着 力推进跨部门信息共享和业务协同” (引自《国家电子政务总体框架》)。 实现政府机构之间的跨部门的信息共享和业务协同，所面临的核心问题是： 电子政务遗留系统的信息整合。电子政务遗留系统的信息整合问题由三个核心子 问题：①电子政务遗留系统的服务整合管理机制；②电子政务遗留系统信息资 源的集成化管理；⑤电子政务遗留系统信息整合的应用支持与系统保障。 服务整合管理机制是电子政务遗留系统信息整合的基础。服务整合管理机制 的主要功能在于实现灵活的电子政务服务管理，以满足用户的服务需求，同时， 服务整合管理机制通过提供异常处理机制，以保障异常情况下政务服务流的正确 执行。服务整合管理机制以语义Web服务为基础，以OWL—S为描述工具，对电子 政务服务及其相关概念进行了形式化定义。基于多智能体技术，电子政务服务整 合管理机制被划分为以下构件：服务需求分析器、服务组合设计器、服务组合生 成器、服务资源管理器、服务执行器、服务执行控制器、服务执行者接口、服务 执行者管理器、封装器。 集成化信息资源管理是电予政务遗留系统信息整合的实现路径。本论文充分 利用Petri网技术在系统建模领域的优势，通过扩展PETRI网的概念，定义面向 对象的有色Petri网OONET，以OoNET为基础，从电子政务信息资源集成化管理 系统项层设计的角度出发，提出和建立了能够反映系统信息资源的分布状况、体 现系统动态行为特性的电子政务遗留系统集成化信息资源管理资源配置动态模 型和系统功能模型。 电子政务遗留系统的应用支持与系统保障主要从五个方面加以研究和阐述： ①电子政务遗留系统信息整合的应用接口：政务门户；②电子政务遗留系统信 息整合的安全支撑：数据安全交换机制；③电子政务遗留系统信息整合的数据 标准与数据规范；④电子政务遗留系统信息整合的管理体制；⑤电子政务遗留 系统信息整合的法律法规问题。 关键词：电子政务，遗留系统，信息整合 AbstractABSTRACT Abstract ABSTRACT E—government legacy system is all information system，which has been used for quite a while among the government organizations and has played all essential role in the operation of different departments．With the development of information technology and changes in government operation，it is imperative to upgrade the legacy system．Nowadays，one of the most important goals for China’S e-govemment development is to‘promote the information sharing and business collaboration among different govermnental agencies’(from State E—Government Framework)． The information sharing and business collaboration among government agencies cail only be realized when we solve the problem of information integration of e-government legacy systems．This problem Can be divided into three sub-questions： ①How to integrate the services and applications of e-government legacy systems? ②How to manage the information resources of e—government legacy system based on information integration?③How to design the supporting system for the information integration
