中国药事 2017年11月 第31卷 第11期 1257 ·国外药事· 国（境）外执业药师（药师）注册管理制度的研 究与借鉴 * 东楠，叶桦 （复旦大学药学院，上海 201203） 摘要 目的：为改革与完善我国执业药师注册管理制度提供借鉴。方法：收集并分析美国、英国、澳大利 亚、日本、新加坡以及中国台湾、香港、澳门地区关于执业药师（药师）注册管理制度的相关法律法规、 管理机构、注册资质及流程、注册类别、再注册及继续教育、日常管理等资料。结果与结论：相关国家 （地区）执业药师（药师）注册制度的特点是具有完善的法律法规、明确的注册管理机构、严格的申请程 序、丰富有效的继续教育制度、合理的分级注册管理以及健全的监督体系。这也是我国未来执业药师制度 改革的发展方向。 关键词： 执业药师；注册制度；药学服务；药事管理 R95 A 1002-7777(2017)11-1257-06 中图分类号： 文献标识码：文章编号： doi:10.16153/j.1002-7777.2017.11.006 Research and Reference about Registration Management System of Licensed Pharmacists (Pharmacists) Abroad * Dong Nan, Ye Hua (School of Pharmacy, Fudan University, Shanghai 201203, China) Abstract Objective: To provide references for reforming and improving the registration management system of licensed pharmacists in China. Methods: The materials about registration management system of licensed pharmacists (pharmacists), including relevant laws and regulations, management organization, qualification and process of registration, registration categories, re-registration and continuing education, and so on in the United States, England, Australia, Japan, Singapore, as well as Chinas Taiwan, Hong Kong and Macau were collected and analyzed. Results and Conclusion: The characteristics of the registration management system of licensed pharmacists of the above mentioned countries (regions) were as follows: perfect laws and regulations, definite management organization for registration, strict application process, various and effective continuing education system, rational hierarchical registration management, and sound supervision system, which were all the trends of the reformation of the system of licensed pharmacists in China in the future.
