科技型中小企业技术创新的障碍与对策 1 --基于上海市科技型中小企业问卷调查的实证分析 刘云，杨湘浩，樊威 （北京理工大学管理与经济学院，北京，100081） 摘要：科技型中小企业是促进经济增长、带动就业、培育新兴产业的重要源泉，是国民经济 和社会发展的有生力量，技术创新是科技型中小企业竞争力的核心支柱。我们采用问卷调查 和统计分析等实证方法对上海市 128 家科技型中小企业技术创新的现状进行调查研究。运用 相对重要性指标技术，对制约科技型中小企业技术创新的内部和外部障碍因素进行度量和识 别。实证分析结果表明，资金不足是制约科技型中小企业技术创新的最重要的内部障碍因素， 新技术产品的市场风险是制约科技型中小企业进行技术创新的最主要的外部障碍因素。 关键词： 科技型中小企业；技术创新；实证分析；障碍与对策 The Barriers and Countermeasures on Small and Medium ST Enterprises Technology Innovation: Empirical Analysis based on the Survey of Small and Medium ST Enterprises in Shanghai LIU Yun, YANG Xiang-hao, FAN Wei (School of Management and Economics, Beijing Institute of Technology, Beijing 100181, China) Abstract: Small and medium ST enterprises are not only the important sources of promoting economic growth and employment and fostering new industry, but also the effective force of national economic and social development. Technology innovation is the core pillars of the competitiveness of small and medium ST enterprises. Based on the method of statistical analysis and survey, the barriers of technology innovation of 128 small and medium ST enterprises in Shanghai were analyzed. The technique of relative important index is used to explore the relative importance of the internal and external barriers on technology innovation. The results indicate that the lack of funds is the most important internal barrier and the market risk of new technology products is the most important external barrier of small and medium ST enterprises technology innovation.
