摘 摘 要 公务员作为政府组织中最活跃的因素，他们不仅是公共政策的执 行者，而且是生产公共产品、提供公共服务、维护公共利益的公共职 业劳动者。公务员职业伦理精神是公务员的职业价值取向、职业行为 准则和职业伦理规范的总和。公务员职业伦理精神的制度化建构为公 务员“依法、廉洁、高效、公正行政提供精神动力和制度保障。在 社会转型、经济转轨、文化冲突、矛盾突显和机遇与挑战并存的生态 环境下，公务员面临“应该做什么、“为了谁、“应该怎么做、“有 何标准’’等职业困境。因此，当今研究“公务员职业伦理精神的制度 化建构’’问题具有深刻的理论意义和实践意义。首先，在对公务员职 业伦理精神与公务员精神和公务员职业道德的比较研究中揭示公务 员职业伦理精神的实质内涵：一种以职业化公务员(公共职业劳动者) 为依托，通过自律与他律双向调整公务员职业伦理主体在公共行政职 业领域的行为准则、价值取向和群体职业伦理规范的客观与实践并存 的伦理精神实体；其次，综合分析公务员职业伦理精神制度化建构的 生态环境和制度化缺失问题，提出建设“法治、廉洁、高效、公正 的服务型政府，必须进行公务员职业伦理精神的制度化建构的理论假 设；第三，通过对中西方公务员职业伦理精神制度化建构渊源的探究 和理性分析，揭示出公务员必须遵循“服务至上、公益至上、法治至 上和清廉至上的职业伦理准则；最后，从“现代化、“职业化’’、 “政治化、“组织化’’和“法制化’’等方面来构思解决问题的对策。 关键词公务员，伦理精神，公务员职业伦理精神 ABSTRACTCivil ABSTRACT Civil servants are the best living complication of the government， and they are not only the executive—men of policies，but also the public vocational men which producing public goods，raising public services and providing public interest．Professional ethic spirit of civil servants is always complicated with civil servant opinion value，acting norm and vocational ethic correction．The institutionalization construction of professional ethic spirit of civil servants will put spirit power and system ensure for civil servant’S administration． On the administrative eco—environment of society transforming，economy changing,culture friction，paradox pop—out，opportunities and challenges existing，civil servants are confronted with a lot of vocational problems such as‘‘What are we ought to do’，“Whom are we doing for’，‘‘How do we to do’’and “which norm about it’．So，there are fulfilled with profound meanings of theory and practice to study the issue today．First，the thesis reveals the nature of professional ethic spirit of civil servants through the compare study of professional ethic spirit of civil servants with civil servants’spirit and professional ethics．Second，expounds the aim and meaning of study by the colligate analysis and puts forward the theory suppose which if we want to constructive the service govemment with‘‘
