京津冀区域人才集聚的动力机制研究 京津冀区域人才集聚的动力机制研究 RESEARCH ON DYNAMIC MECHANISM OF HUMAN CAPITAL ACCUMULATION IN BEIJING TIANJIN AND HEBEI ABSTRACT Beijing Tianjin and Hebei region is seen as the third grade of Chinas economy growth following the Yangtze River Delta and Pearl River Delta. With the development of economic globalization, the level of regional economic integration continues to increase. While the human resources as the first economic resource plays a vital role for regional economic development. As the strengthening degree of regional integration in Beijing, Tianjin and Hebei, how to attract more talented people for its economic development and social construction, which factors would cause people flow and concentration, and what effect these factors will have in talent gathering process, as well as how to strengthen the labor cooperation and complementary advantages to enhance the overall competitiveness of the region, play the role of lead and radiation for surrounding region, these questions are having been attracted broad attention to everyone. In this context, this paper focuses on the characteristics, process, related factors, dynamic mechanism and policies to promote the rational flow and accumulation for regional human capital accumulation basing on human capital theory and regional economic theory. On the one hand the research results improve the theory of regional talent gather, on the other hand, is to improve the regions overall economic competitiveness of Beijing Tianjin and Hebei.
