In fact, supply chain management has grown into a managerial system of thoughts from a managerial tool based-on activity. Nowadays supply chain management is seldom applied in China, but the existence of supply chain is objective. Act as an effective management model that is adaptive to new competition environment, supply chain management must be applied in management practice step by step throughout China. Researches into supply chain both domestic and foreign mainly focus on supply chain model-made technology, supply chain management technology and supply chain management supporting technology, supply chain cost management is not yet emphasized, although cost control is the main goal of the supply chain management.
