應用 SWOT理論檢視補救教學之現況與策進~以宜蘭縣為例 陳煜清 宜蘭縣三星鄉大洲國小教師兼任教導主任 中文摘要 補救教學的推動是落實教育機會均等的理想，也是實現社會公平正義的展現。 然補救教學政策自 「教育優先區--學習輔導」與 「攜手計畫--課後扶助」方案辦理至 今，執行面與成效上確實存在許多值得關注的問題，可見立意良善的政策在教育場 域實施之下，依然產生諸多實務層面的問題，爰此，研究者根據曾擔任補救教學實 施方案縣府業務承辦人及目前縣內到校諮詢委員的訪視紀錄，以「文獻分析法」、「實 地觀察法」彙整諮詢委員給各校的輔導紀錄表 ，歸納分析補救教學現場執行在提報 篩選、開班狀況、補救機制、檢核機制與行政機制等向度的問題。 本文旨在闡述縣市端實施補救教學的現況並希望藉由 SWOT 的分析，重新檢視 找出補救教學政策的優勢、劣勢、機會和威脅，以研擬其最大優勢和機會，探究其 劣勢和威脅於最小程度，策進 「優勢與機會策略」(S.O.策略) 、「展現優勢避免威脅 策略」(S.T.策略) 、「改善劣勢掌握機會策略」(W.O.策略)及「改善劣勢避免威脅策略」 (W.T.策略) ，以發揮政策的功效。 關鍵字：補救教學、補救教學現況、 SWOT 分析 A Study on the Using SWOT to Explore Remedial Instruction in Yilan County Yu -Ching Chen Abstract The purpose of the Project for the Implementation of Remedial Instruction is i n order to fulfill the educational equal ity and achieve social fairness a nd justice . The Ministry of Education has promoted a series of related policies, Educational Priority Area （EPA ）”, “After School Alternative Program （ASAP ）”,and integrated into the current policy, “Remedial Instruction ”.However, there were some problems while implementing this policy in the educational fields . The design of the study contains documents analysis, field observation to collect data. The purpose of this article is to understand actual situation of remedial instruction and find out the advantages, disadvantages, opportunities and threats in the education for remedial teaching in Yilan County through the analysis of SWOT.
