万方数据 万方数据 中 文 摘 要 随着各国公共财政改革和政治经济体制改革的不断深入，以及环境问题的日 益凸显，政府绿色采购制度的建立和完善越来越受到重视。我国经济在改革开放 后的三十多年里实现了持续快速增长，但由于经济增长过度依赖于能源与资源消 耗，致使环境污染严重，资源面临枯竭。因此将政府采购制度与节能、环保理念 相结合，发挥政府绿色采购的环保效应显得尤为重要。 我国政府绿色采购制度由于起步较晚，发展至今虽然也取得了一定的成绩， 但各方面发展还很不成熟、很不完善，无法与国际框架接轨。因此建立和完善我 国政府绿色采购制度具有重要意义。 本文分四部分论述了如何建立和完善我国政府绿色采购制度。第一部分引言， 介绍研究政府绿色采购的背景、意义、国内外文献综述、研究方法和不足。第二 部分分析我国政府绿色采购制度的现状及存在的问题。第三部分从立法、机构设 置、原则、资金支付方式和环境标志认证等方面借鉴国外的先进经验。第四部分 立足于我国的特殊国情，结合我国目前的实际状况，提出建立和完善我国政府绿 色采购制度的建议。 关键词：政府绿色采购 现状 国外经验 建议 I Abstract Along with the public financial reform and the deepening reform of politics and economy, and environmental issues have become increasingly prominent, the establishment and the government green procurement system has been paid more and more attention. Chinas economy has sustained rapid growth in 30 years after the reform and open policy, but because of the excessive dependence on economic growth in energy and resource consumption, resulting in serious environmental pollution, resources are exhausted. Therefore, the government procurement system, the concept of environmental protection and energy-saving combination, playing the environmental effect of the government green purchase is very important. Our government green procurement system due to a late start, development has also made some achievements, but the development is not very mature, very not perfect, unable to connect with the international framework.
