茎堡型三查兰堡主堂垡堡壅 茎堡型三查兰堡主堂垡堡壅 一一—— ABSTRACT Government procurement system(GPS),an essential part ofpublic finance system，is an important measure for government to manage finance payout and control macroeconomy． But a GPS developed perfectly in the market economy country is a new thing which is incomplete both in theory and in practice in our countl7．So a significant research subject faced to build a public budget system is how to under the direction of equality,justice and open establish a GPS based on the situation of our country leading to strengthening the public payout management and regulating government procurement behavior, The thesis begins with the basic theory and managerial method of the government procurement．It systematically discusses the historical evolution of GPS and the relationship between the government procurement and the public finance．Through the analysis of the feature contributing to improve the government regime in foreign country,it discusses the significance to establish a GPS in our country．By the way of completely analyzing the practical case from government procurement work in Wuhan，it excavates the problems and finds out the countermeasure to solve the problems．There of the paper completely analyzes the practice of government procurement in our country．After comparing the GPS in our country with that in foreign country,it reveals many problems existing in our GPS．Then the thesis suggests a frame design for regulating the GPS in our country and makes probe into countermeasure to solve the existing problems in the GPS work．Meanwhile，it makes deep thought of regulating and improving our GPS．The thesis also analyzes the influence Oil our GPS and some countermeasure we may take after entering WTO． The thesis develops our understanding and cognition of GPS deeply and widely． ThroI．19h the anatomy of individual case，in different angles to analyze the existing problems in our GPS work，and the way to combine theory and practice，theoretical resear
