The era of dividing three markets by three main businesses has ended, the convergence of three nets has become a big trend of IT development. Compared with the general market, the telecommunication market has many special characteristics. In order to expand the market or make strategy of marketing, you should master them. Along with the development of the world economic and the entry to WTO, Chinese telecommunication is being placed in the stage of a transformation. Before the multinational telecommunication company come into the Chinese telecommunication market, the local and main telecommunication company implemented positive competition for increasing their subscribers, market advantage and enterprise competition ability in order to adapt to the increasing consumption need and the demand of the much more harsh international competition coming in the near future. During this process unfair and malign competition is unavoidable. This text mainly analyzed the competition strategy of the two big operators in mobile communication market and defined whether some competition strategy is unfair competition with the judgment standard of the unfair competition behavior.
