Jiao Long Marine Science and Technology Park is a large-scale integrated marine science and technology theme park and it’s to be establishment to meet people’s need of exploring and experiencing the ocean. It’s preliminary project site locates in Silicon Valley core area of Qingdao near National deep sea base. The project will be a unique, highlighting deep-sea technology, experiential marine science education tourism platform which highlights the theme of marine science and technology, deep-sea science and technology interactive experience, exploring the wonders of the ocean. Dragon Marine Science and Technology Park project will introduce strategic investors to participate in financing, investment, and operation to build it into a world-class marine science and technology tourism engineering. This article is on the basis of relevant research results at home and abroad. Combined with the actual situation of the project, the article focuses on the project from a financial point of research analysis and research the theory and methods of project financial evaluation of Science and Technology Park. Detailed discussion of the need to apply to the financial evaluation of the theory, combined with the special circumstances, Jiao Long marine science Technology Park is proposed for this type of project that requires the use of theory and research methods.
