洲Il 洲Il l III Ilflll Ill lll IIJ 近十年来欧盟职业教育与培训领域 Y1 949785 教师专业发展的政策研究 摘要 本研究旨在通过对欧洲职业教育与发展中心，特别是对TInct有关文献的梳 理和分析，考察近十年来欧盟在职业教育与培训领域教师专业发展方面的政策， 并在此基础上结合经济社会发展以及教育改革，提炼并总结出欧盟在应对诸多挑 战的过程中实现欧盟职业教育与培训领域教师专业发展的经验。本研究共分五个 部分： 第一部分描述了欧盟职业教育与培训领域教师专业发展政策制定的背景。主 要从信息通讯技术的发展、欧盟一体化进程的推进和职业教育改革三个方面分析 了政策制定的背景。 第二部分和第三部分是本研究的主要部分。第二部分主要论述了欧盟在促进 职业教育与培训领域教师专业发展方面政策的制定和实施。在政策的制定方面主 要从制定的过程上进行阐述，在政策的实施方面主要介绍了三项实施策略。第三 部分分析了欧盟职业教育与培训领域教师专业发展的政策诉求。本部分以十年来 职业教育与培训领域教师专业发展的历程为切入点，梳理出十年来TTnet在职业 教育教师专业发展政策上所关注的重点，进而归纳出其发展的目标，最后对有关 政策进行解读。 第四部分是本研究的落脚点，在简要介绍我国中等职业教育教师培训体制的 基础上，对欧盟和我国在职业教育教师专业发展方面的特点做了比较。 第五部分是本研究的结论。结合前面的论述提出欧盟在职业教育与培训领域 教师专业发展方面可供我国参考的一些做法，为我国在中等职业教育教师专业发 展的政策改进方面提供一些建议，并对本研究存在的不足和未来努力的方向做了 阐述。 关键词：欧盟；职业与培训；教师专业发展；教育政策 Research Research on Vocational Education and Training Teachers’ Professional Development Policy in European Union in Recent Ten Years AB STRACT This research aims at inspecting Vocational Education and Training mD teachers’professional development policy in recent ten years through analyzing the literature硒m CEDEFOP,especially fromVrnet．Based on the analysis，considering the development of economic and society and reviewing theⅦT reform,the experience of VET teachers’professional development in European Union is refined at the end of research．There are five parts in this research． The first part describes the background ofⅦT teachers’professional development in European Union．Information and Communication Technologies，the EU integration process andⅦT reform is mainly considered as the background． The second part and the third part ale the main parts of this research．The second part is about the development and implementations of the policies which can promote the VET fessional development黜discussed in details．On the development of the policies，the process is mainly elaborated．On the implementation of policies，three strategies are briefly introduced．The third part analyses the demands 0f VET teachersprofessional development in European
