II II Abstract Since the reform and opening up, Chinese economy has made great progress. In 2007, GDP of China, reaching 3.01 trillion dollars, was ranked the fourth in the world. However, China is such a big country with so many people that the enormous quantity covers up the regional imbalance in economic growth. Especially since 1990s, as the economic gap between eastern and western China has been wider, regional imbalance in economic development has become a major problem of economic development in China. Coordinating regional balance in economic development has been a essential social objective. Finance as the core of the modern market economy, has a very close relationship with economic growth. Therefore, when studying the regional economic differences, we should pay great attention to the financial differences between regions. Finance is a special resource which could play a positive role in developing economy. The quantity of financial resources one region possesses decides the capacity of this regions economic growth to some extent. Like the economic condition, regional distribution of financial resources in China has obvious regional difference. The majority of financial resources get together in eastern China, while it goes by contrary in the central and western regions. Considering the positive effect of financial resources, it’s quite meaningful to study the differences in regional economy in terms of regional differences of financial resources. To study the effects the financial resources make on the economic development, this paper concretely analyzes general theories of effects financial resources make on the economic development, researches on the mechanism of it, and considers that the financial resources exert an positive influence on economic growth by three major mechanisms, which are increasing the proportion of transformation from savings into investment, the marginal production efficiency of capital, the savings ratio.
