金融改革背景下温州中小企业融资模式优化研究 金融改革背景下温州中小企业融资模式优化研究一 摘要 自经济体制改革以来，我国一直致力于建立以公有制为主体，多种所有制经济 共同发展的基本经济制度。目前，中小企业在我国经济市场上的活动日渐频繁，为 我国经济发展做出了极大贡献。然而，相对于大企业，中小企业在融资方面一直处 于弱势地位，并由此导致了温州“倒闭潮”、“跑路潮”等事件的频繁发生。由此可 见，温州前两次改革政策实行效果不甚理想，中小企业融资难问题依然存在。为了 缓解中小企业融资难问题，国务院决定第三次对温州进行金融改革。 在此背景下，本文以“金融改革背景下温州中小企业融资模式优化研究”为题， 透过现象看本质，期望运用金融学知识，联系实际，经比较、分析、归纳等方法对 中小企业融资现状进行研究。在对中小企业融资现状的充分认识的基础上，结合温 州金融改革的背景，基于民间借贷登记服务中心，对民间借贷这一融资模式进行优化， 以期推广民间借贷等级服务中心，使得民间借贷能够为广大中小企业所利用． 基于上述的研究目的，本文首先对相关概念、理论进行介绍，然后，在了解温 州成本高，融资难的现状的基础上，从政策与法律、现行金融体制以及企业自身三 个角度对其成因展开深入剖析。再之，在简单介绍温州金融改革的前提下，探讨温 州金融改革对中小企业融资的影响。第四部分，结合金融改革，对民间借贷的融资 模式进行优化，目的在于用以解决中小企业融资难问题。最后，结合上述的研究， 针对性地提出推进温州中小企业融资模式创新的几大政策建议。 关键词：中小企业；融资；金融改革； 民间借贷 万方数据 THE THE OPTIMIZATION RESEARCH ON WENZHOU SMALL AND MEDHjM．SIZED ENTEIoRISES’FINANCING MODEL WITH THE BACKGROUND OF FINANCING REFORM ABST RACT Since the refclrm of the economic system，China has been committed to establish the basic economic system，which requires a public ownership as the main body,and a variety of ownership economic develop commonly．Today,small and medium‘sized enterprises in country’S economy increasingly frequent market activity,made great contribution to the economic development of OUr country．However,compared tO the big-sized enterprises，small and medium—sized is weaken in financing，which result in ‘the failures’’and‘the run tides”．To eliminate the adverse impact of events，and put an end to it happen again,the city of Wenzhou in the last two after reform policy effect is not ideal，decided the third financial reform． In this background，this article takes”the optimization research Wenzhou small and medium．sized enterprises’financing model with the background of fmancing reform” as a subject．We expect tO see the essence through the phenomena with using the fmancing knowledge and comparison，analysis and induction method tO research on the small and medium．sized enterprising financing present situation．On the basis of full knowledge for廿1e presem situation of small and medium-
