Each planning department is also an administrative function organization, which launches departmental games around the coordination model. In this paper, the game theory is used to compare the game cost of two types of coordination model and the long-term cost under repeated game and analyze the feasibility andtheinfluence of changing conditionson theresult ofthe game, so astomaketheinnovation department multi rulenormalization cooperationpractice,and servetheimprovement oftheplanning system.
