The difficulties of such movement, to a great degree, arisefrom the strategy of early- maturing industrial-i jation and thedual structures mutually depended on in economy and society between urban and rural areas. We should follow the general rule in advancing the society and economy as awholeand carry out thestrategies of marketability, industrialization and ur- banijation as possibly as we can in order to solve the difficulties in moving therural labours.
