民族 自治地方自治权流失的原因
分析与对策思考

摘要 : 本文从三方面来分析民族 自治地方自治权的流失 , 主观原因表现为 自治权意识淡薄 ; 现实原因
表现为制度供给不足 , 运行无力 ; 体制原因是党的领导机关与自治机关的关系还需进一步明确和规范 。针
对上述原因提出了有效行使自治权的对策思考 。

On the Study of the Weakness of the Right of Self —Government
of Ethnic Autonomous Areas

Abstract : The weakness of t he right of self —government of et hnic autonomous areas has been
analyzed from t hree aspect s in t his essay . On t he one hand , t he citizen of autonomous region have
not realized t he import ance of t he right of self —government completely ; on t he ot her hand , t he
basic political instit utions is not perfect and t here exist some p roblem in t he operation of reality ;
while from t he instit utional per spective , t he relationship between t he equal committee of CPC and
t he autonomous or gans is not distinct . To solve above —mentioned p roblems , t he aut hor give
some advice and measures : respecting and p rotecting t he right of autonomy , so t hat t he right of
autonomy can ret urn to t he autonomous organs. The autonomous conscience o
