政府信息公开现状中的制约因素及解决探讨 “方 旭”“ 梁洁” （四川理工学院 图书馆，四川 自贡 643000） 摘要：政府信息公开是现代民主政治对国家行政机关的必然要求，随着我国改革步伐的不断推进，建立符合现阶段国情的信息公开制度已成为促进社会进步的必然要求。本文从剖析我国政府信息公开的有利因素，结合我国现阶段国情，阐述了我国政府信息公开的现状及制约因素，提出了建立电子政务、健全相关法制的具体对策，并对其实用性和合理性进行了探讨，突出了“以人为本”和“柔性管理”的执政理念。 关键词：政府信息；现状；制约因素；措施； 分类号： G253 文献标识码： A The check and supervision factor and the solution of our government in the publicly information “Fang Xu” “LiangJie” (The library of Sichuan University of Science Engineering,Zigong Sichuan,643000 China) Abstract：The government information is publicly modern democracys inevitable request for national administration organization, along with our country reform continuously pushing forward of the step, build up state of the nation according to present stage of information the public system has become the inevitable request of promoting the social progress.This text is from the favorable factors of government open information of China,combining from the basic state of the nation in present stage , elaborate the present condition of government public information and supervision factor within public process，Put forward the concrete counterplan of the establishment electronics governmental affairs, related legal system,and focus on the practical and rationality, to highlight the people-oriented and gentle management of the governing philosophy. Key Words: Government information; Present condition; Check and supervision factor; Measure 前言： 现代政治学已经证明社会的自主能力和信息公开程度是成正比的，一个社会的信息公开度越高，社会的自主能力和承受能力就越高，社会就越稳定。英、美等发达国家近年来均制定了本国的《信息公开法》、《电子政务法》等相关法律法规，并在政府运作予以实施。随着我国政治体制改革进程的不断推进，建立具有中国特色的信息公开制度成为全社会的强烈共识和一致要求，《中华人民共和国政府信息公开条例》自实施至今已有两年，其成绩有目共睹；但同时也面临诸多的问题。如何有效地从现阶段的国情出发，解决其中存在的问题，实现政府机构从“信息保密”到“信息公开”地转变，达到“以人为本”和“柔性管理”的执政理念，关键在于制定规范的《政府信息公开法》和优化电子政务平台。 1.0推进政府信息公开的重要意义 1.1信息公开与人民权利息息相关 政府信息公开一般来说有两个方面的含义：①政府权力运作的过程和结果向社会
