摘 要 改革开放后，我国经济的不断发展，人民生活物质文化水平的逐步提高。我国旅游产业迎来了高速发展的“黄金期”。风景区作为我国旅游业的重要基质，也呈现出高速发展的势态。在风景名胜区内，或者依靠风景名胜区周边来发展旅游业以及商业，几乎成为我国旅游发展模式的代表之一。 随着风景区发展的深入，问题也随之而来。首当其冲的就是风景区内的生态资源，遗产资源被破坏与损毁。风景名胜区是大自然赠与人类的宝贵财富，它属于一种不可再生资源。如何做好风景区生态保育体系与整个风景区的保护开发，如何使风景资源的保护切实有效，是现阶段我国风景名胜区发展关注的核心。 风景名胜区规划，是风景名胜区工作的重要依据和行动纲领，是做好风景名胜区保护、利用和管理工作的前提和根本基础。保护培育规划是风景名胜区规划中是针对风景资源保护的重要专项规划之一。做好风景名胜区生态保护与培育专项规划，是风景名胜区生存与发展的重要要求。 本文通过研究生态保护培育所涉及到的各项学科，结合分析国内外国家公园（风景名胜区）案例，尝试找出适合我国风景区发展的，具有可操作性的，保护培育专项规划方法;并且尽可能详尽对各项生态保护培育要素提出建议性规定。综合国外国家公园(国立公园)的评价体系，建立符合我国国情及风景区发展迫切需要的生态保护培育规划体系。  ABSTRACT After the reform and opening up, the continuous development of Chinas economy, peoples life gradually raise the level of material culture. Chinas tourism industry has ushered in the rapid development of the gold period. Scenic area in China as the tourism industry an important matrix, also showed the rapid development of the situation. In scenic areas, scenic areas surrounding or rely on to develop tourism and business, almost become Chinas tourism development model represents one. With the deepening development of scenic spot, the problem also came. Brunt is the scenic area of ecological resources, heritage resources were damaged and destroyed .Is natures gift of scenic treasures of the human, it is classified as a non-renewable resource. How to do the ecological conservation of scenic spot protection system with the entire scenic area development, landscape resources of how to make protection effective, is the core of Chinas scenic spots development concerns at the present stage. Planning of scenic, is an important basis for the work of the scenic area and the programme of action, is to do a scenic protection, utilization and management of premises and fundamental basis. Protected cultivation in scenic area planning is planning is one of the important planning for scenic resource protection. In this paper, through the study of ecological protection cultivation involves various disciplines, combined with the an
