我国自贸区制度创新与国际贸易新规制 比较及发展对策 谢徐娟 嘉兴南洋职业技术学院 摘要： 区域贸易协定不断出现新成果，推动着国际贸易新规制的完善。与传统贸易规则 相比，国际贸易新规制将投资纳入特惠贸易协定，对电子商务进行了规定，提 出货物贸易便利化与自由化，以实现区域间的供应链贸易合作。我国自贸区作为 提升我国对外开放水平的试点，其在投资、金融和货物管制及便利化等多个方面 都与国际贸易新规制有不小的差距。应通过积极借鉴试用国际贸易规则，抓好基 本制度建设，积极探索具有屮国特色的贸易规则，做好制度衔接，理顺自贸区 政府与省、市政府的职能，确保事中事后监管落实到位，完善各个自贸区试验重 点，成就不同的开放型经济，从而实现我国自贸区经济的顺利发展，提高我国 对外开放水平。 关键词： 国际贸易;贸易新规制;自贸区;比较; 作者简介：谢徐娟（1982-），女，江西上饶人，嘉兴南洋职业技术学院讲师， 研究方向：国际贸易、物流工程。 A Study on the New Regulation of International Trade and the Innovation of China s Free Trade Zone System Xie Xujuan Jiaxing Nanyang Vocational and Technical College; Abstract： The new achievement of regional trade agreement promotes the improvement of new international trade regulations. Compared with the traditional trade rules, in ter nati onal trade rules for in vestme nt prefere ntial trade agreements included on electronic commerce of the rules, and put forward the goods trade facilitation and libcralization, to achieve inter regional trade cooperation in supply chain. Chinas free trade area as a pilot to enhance the level of China，s opening to the out side world, its investment, finance and control of goods and faci1i tat ion, and other aspects of the new regulation are lag behind the international trade rules. We should actively learn from the international trade rules, grasp the basic system construction, and actively explore rules with Chinese characteristics, make cohesion, improve the system, straighten out the governmental functions in al 1 levels, ensure the matter in regulation, improve all the free trade area, as well as accomplish open economic achievements, so as to realize the dcvclopment of free trade zone economy and promote the open economy in China.
