PAGE PAGE 10 Abstract With the social areas of differentiation, governments become an important part in public areas, and it also has become the focus of peoples attention. Responsible Government is the publics’ desire and requirements, linked to this, implement of the administration accountability system is not only the general trend of the development of public administration, but also to the inherent requirement that to improve the construction of democratic politics and responsibility of the government. Since the SARS incident in 2003, the research about the administration accountability system is more and more popular in our country. The administration accountability system is of great significance to our government to build Responsible Government. No matter in thoery or in practice, this problem needs to be studied. This paper mainly divided into four chapters. The first chapter is the preface, it includes the background and significance of expatiation, research review in the domestic and foreign, the main research ideas and methods, and the key, the difficulty and the possible innovations about accountability. The second chapter is academic analysis about Responsible Government and the administration accountability system. It interpretated the concept Responsible Government and the administration accountability system, and analyzed both concepts’ correlation.
