关于完善西部生态屏障区生态补偿机制的思考 田仁生 王金南 张惠远 刘桂环 （环境保护部环境规划院，100012，北京） 摘 要：西部地区是我国重要的生态屏障区和生态脆弱区。实施生态补偿是西部大开发 战略的重点内容之一，也是实践科学发展观的重要举措。本文提出了完善西部生态补偿机制 的必要性，对目前西部生态补偿政策实施过程中存在的问题进行了初步分析，主要包括政策 法规体系不健全、管理职责交叉、补偿方式简单、政策缺乏长期稳定性等，最后从东中部与 西部协调发展的角度出发，提出建立和完善西部生态补偿机制的若干建议，供国家实施西部 开发计划和西部生态补偿政策参考。 关键词：西部地区 生态屏障区 生态补偿 Suggestion on Improvement of the Ecological Compensation Mechanism for Protecting Western Ecological Barrier for China TIAN Rensheng WANG Jinnan ZHANG Huiyuan LIU Guihuan (Chinese Academy for Environmental Planning, Beijing, 100012) Abstract: The western region is an important ecological barrier areas and ecologically fragile areas for China. The implementation of ecological compensation mechanism is one of focal point in the western development strategy. It is also an important measure in practice the scientific concept of development. To improve the necessity of an ecological compensation mechanism in the western region is put out in this paper ，and also analyses the western eco-compensation policy implementation problems ， such as unsound policies, laws and regulations system ； cross-management responsibilities ；simple way of compensation；The lack of long-term policy stability etc.，Finally, from the point of view on the coordinated development between East Midlands and the Westerns, some recommendations on the establishment and improvement of the ecological compensation mechanism in the western region is suggested. And these recommendations will be used in the western development plan and the western eco-compensation policy.
