II II Abstract Information resources are one of the three main resources of society. It has achieved direct and quantitative benefit in every field. As an important part of information resources, network information resources have made an important contribution to social and economic development. However, the open network is full of redundant, invalid and superfluous information, which has greatly influenced the service of intermediary service providers and the utilization of end users. To solve these problems, we need to strengthen work of web archiving, optimizing useful information and screening out useless information. To achieve this goal, we need to judge the value of web information before archiving and make full use of web information resources. This paper discussed the concept of the value of web information, the meaning of value judgment of web information and the mechanism of value judgment of web information. First, from the viewpoint of archives and archival institution, the author explored the concept of archiving, the relationship between web information and archiving institution and the meaning of web archiving. Begin with the source, properties, and influences factors of value, the author discussed the concept of value of web information. Second, the paper discussed the significance of value judgment of web information from the demand of information producers, information service providers and end users. Finally, the paper discussed the mechanism of value judgment of web information from the viewpoint of judging subject, object and the determining basis for judgment. Through the establishment of a workable mechanism, the web information resources will realize its proper value quickly in the process of production, dissemination and utilization.
