Harbin radio and television media in this regard is especially apparent. The commonweal of media as public goods has been gradually weakened. Public service guide is not clear. So it is necessary for Harbin radio and television media to research and find out a road to commonweal regulation reform. First the article begins with the instruction of the problems on radio and television media operating regulation, and introduces the general information of the domestic and foreign condition of media operating regulation and the aim and significance of the article as well. And then, the article proceeds on theoretical basis. Second the article makes use of the statistic and analytic data to introduce the present situation of Harbin radio and television media operating regulation. The article shows that the existing problems on Harbin radio and television media operating regulation: governance lag, commonweal weakening, public service guide is not clear. Then the article analyses the root of problems: administrative system is not perfect, laws and regulations are not sound, regulation measures are not in place, governance structure is not reasonable.
