The data issued by Labor and Social Security Department show that the highly skilled person supply keeps falling short of demand and becomes more and more seriously since 2002. In the first quarter of 2005, the demand ratio for technician, senior technician and senior worker are 2.68, 2.34 and 2.02 respectively, and the demand ratio for senior technician in Harbin is up to 1:16.65. Serious lack of highly skilled person becomes an important bottleneck for the development in manufacturing industry of China.
