But in view of its present situation of development, there are still many obstacles blocking its development, especially in government management, which become the direct factor restricting the development of the individual private economy in Daowai District. At present the individual private economic development in Daowai is walking into the plight where the enterprises find no way out, and the government has no clear thought. The key for individual private economic development to resolve the plight and develop healthily in the growth of market economy lies in the rational choice of management approach by the government. So, with the vigorous development of local economy, it is of practical significance to design the framework of government management by theoretical analysis. This essay first analyzes the nature of individual private economy and the present situation of relative study in our country and abroad, and it summarizes related theories and practice on the basis of studying the process of the policy concerning individual economy in our country and the course of development of Daowai District. Secondly, by illustrating the present situation, it analyzes the key problem in government and the causes from the point of view of concept, institution, legislation, property right and policy. Thirdly, by analyzing the future advantages, disadvantages, opportunities and challenges, it draws the enlightenment from the foreign experiences and puts forward the way of management for Daowai District that is guided by the government and operated by the market.
