In the new century, it’s one of the problems to all levels of Chinese government that how to achieve the congruous development of economy, society, population, resource and environment. Under the conditions, the article takes the sustainable use of land resources as perspective, and elaborates this issue from two levels of the theory and practice. In theoretical analysis, to begin with the treats of the basic theory of the sustainable use of land resources, the article builds a theoretical foundation for the protection of land resources, including land scarcity theory, theory of sustainable development, ecological balance theory, optimize the allocation of land, and then, to define the connotation of land protection scientificly. In addition, basic concept of the sustainable use of land resources is defined in order to make the distinction between the sustainable use of land and the sustainable use of land resources. the basic principles and strategic goals of the sustainable use of land resources are explained in order to make readers understand the theoretical system of sustainable use of land better. In empirical analysis, taking Harbin city for example, on the basis of the investigation about status of land using, the article analysises the actuality of the sustainable use of land resources, assesses the sustainment of agricultural land and land for building respectively, and construcate evaluation index system framework respectively. To the situation of the land using in the study area, the article assesses the sustainability from the perspective of a single factor, and proposes recommendations for Harbin to achieve sustainable use of land resources.
