试论动物经纪人管理 伍　敏，柳长君 （湖北省动物卫生监督局，湖北武汉　430064 ） 摘　要 ：为了解新形势下动物经纪人的发展现状，为管理政策调整提供支持，以问卷方式对湖北省某市动物经 纪人进行调查。经研究发现：经纪人受教育程度不高、年龄偏大，经济收入较为丰厚，作为养殖与经营群体的 供需桥梁作用明显 ；规模化与专业化的新型经纪人开始崛起，传统型动物经纪人逐步减少。实施备案制度、签 订承诺书、严格检疫监管、强化宣传培训等措施，有助于做好动物经纪人的监管，但依然存在备案不全面、监 管力量不足、培训方法内容单一等问题。这提示需要进一步严格监管、规范备案管理、提升培训针对性等。 关键词：动物经纪人；监管 ；备案 ；检疫 S851.3 C 1005-944X 2017 10-0026-03 中图分类号： 　　文献标识码 ：　　文章编号 ： （ ） DOI 10.3969/j.issn.1005-944X.2017.10.008 ： A Trial Discussion on Administration for Animal Brokers Wu Min ，Liu Changjun Hubei Animal Health Supervision Bureau Wuhan Hubei 430064 （ ， ， 　 ） Abstract In order to recognize the status of animal brokers under new situation so as to offer support for the ： ， adjustment of related administration policies，a questionnaire investigation was carried out towards animal brokers in one city of Hubei Province. Based on the investigation analysis，several traits about these brokers were revealed，such as their slightly older ages，poor education levels ，relative high financial rewards and an important role as a bridge connecting farmers with animal products sellers. In addition，the traditional animal brokers are gradually replaced by a new type of brokers who possess characteristics of large scale operation and professionalization.
