摘 摘 要 随着国际社会对我国人民币升值预期的增加，以及国内资产价格日益高涨， 越来越多的国际游资通过各种途径进入我国，给我国的经济发展带来了巨大影 响。本文的研究正是源于对该现象的思考，并试图通过对国际游资流入的现状、 动因、途径及影响因素的分析，具体论述国际游资是如何进行风险传导与扩散的， 从深层次研究国际游资对我国经济、金融的影响和存在的风险，并根据前面提出 的我国国际游资流动存在的潜在风险，从金融角度提出有效的监管措施，防范国 际游资带来的风险，从而保持我国经济的健康、稳健运行。 通过对国际游资的危害性和可能对发展中国家经济金融带来的不利影响的 分析并结合目前我国的实际情况，本文得出的主要观点如下： 1、根据对我国目前国际游资流入情况的分析，本文认为近年来的确有数额 巨大的国际游资流入我国，并且国际游资地流入有不断增长的趋势； 2、国际游资流入我国主要受以下原因影响：人民币升值预期、升值后中国 股市和房地产市场上涨的收益及国际性货币因素； 3、国际游资的大量流入对我国的经济及金融市场等都将产生重大地影响。 本文的主要结论：面对国际游资的潜在冲击，我国消除风险的根本出路在于 促进国内金融市场发展，提高金融部门抗风险能力；建立完善国内货币市场，加 强公开市场业务；调整外汇管理机制和汇率决策机制；加强对国际资本流动的监 管，谨慎开放资本项目；必要时可对短期资本流动征收托宾税，增加国际资本流 动成本；制定我国金融安全战略规划，完善金融安全体系等。 关键字：国际游资资本流动 国际金融危机 lI ABSTRACTIncreasing ABSTRACT Increasing by anticipating that with the fact that RMB appreciates to China， And，assets Price rise high in China．More and more hot money flows into our country through various channels，which had brought about grate effect for economic growth of our country．The research mainly on the international transmission mechanism of risk capiml， international capital in China’S status，the reasons and channels of international hot money into China，and Chinas capital controls，concrete analysis of how the intemational floating capital for risk transfer and diffusion， and analyze the impact and risks of international capital on Chinds economy and finance；Finally， according with previous analysis of international capital flows of China’S potentiM risks，we propose effective regulatory measures to guard against the risks associated with international capital SO as to maintain the health of our economy， stable financial operations． Through the destructive and the possibility of adverse impact on developing countries’economy and finance of hot money and combined with the actual situation of our country， we get the main points in this article ale as follows： 1、Based on the analysis of current situation of internationM hot money flowing into China，this paper argues that there are huge amounts of hot money inflows
