同济大学硕士学位论文 同济大学硕士学位论文 广州市居住区公共服务设旌建设方式研究 摘要 居住区公共服务设施是城市居住区的有机组成部分，为城市居民提供便利的 服务。然而，中国各级政府在经济转型的过程中，忽视了这方面的制度建设与政 策引导，引发了众多的问题。这些问题的根源是公共服务设施的建设方式没有理 顺，缺乏理论的指导。本文的目标就是要从理论与实践的角度进行探讨，寻求公 共服务设施合理的建设方式。 本文为以中国当前社会经济制度为时代背景，选择广州市的居住区公共服务 设施建设为具体研究对象，主要从公共经济学、福利经济学的理论角度探讨了公 共服务设施的分类、不同物品的供给以及公共物品不同供给方式的比较，并实际 比较了香港和新加坡公共服务设施的建设情况，与理论分析相验证，提出合理的 公共服务设施建设方式。 本文首先分析了中国居住区公共服务设施建设的历史演变，评价了广州市公 共服务设施的建设方式；然后在概述了公共服务设施理论研究历程后，提出以经 济学属性为公共服务设施分类，并且讨论了不同物品的供给方式，对于公共物品 特别的讨论了不周供给方式对于社会福利的影响；最后在上述分析的基础上，描 述了合理的建设方式，得出最后的结论。 关键词 居住区 公共服务设施公共物品 社会福利供给方式 同济大学硕士学位论文 同济大学硕士学位论文 广州市居住区公共服务设施建设方式研究 Abstract The public service facility of inhabited region is the organic part of the inhabited region in the city，offering the convenient service to urbanite． However．Chinese governments at all levels have ignored the institutional improvement and the policy guiding during the economy transition process， which have caused numerous problems．The origin of these problems is that a build way of the public service facility was not made in order，lacking the guide of theory．The goal of this thesis is to probe into the angle of the theory and practice．seek the rational build way of the public service facility． This thesis，for the background of China’s present social system， choosing the build of the public service facility in Guangzhou inhabited region as the concrete research object．It is mainly to discuss the classifications of the public service facility，supply ways of different articles and different comparison of public articles supply way from the angle of public economics and welfare economics．It compares the actual situations of Hong Kong and Singapore，verifying theory analysis．and put forward the rational build ways of the public service facility． Having analyzed the history and develops of public service facility build ways of China’s inhabited region at first，the thesis appraise the build way of public service facility
