The emp irical resu lts indicate that it is the imp rovem en t in techn ical efficiency rather than techn ical p rogre ss that is the p rim ary factor wh ich p romotes the grow th in p roductivity, and comp etition can be u sed to imp rove the techn ical efficiency and the p roductivity grow th.
