摘要随着人们生态环境意识的觉醒，公益林的生态效益日益受到人们的重视。本 摘要 随着人们生态环境意识的觉醒，公益林的生态效益日益受到人们的重视。本 文在总结和借鉴前人研究成果的基础上，对江西省吉水县的集体公益林的生态效 益进行了计量与评价研究。主要内容包括四个部分：l、采用以星座图法为主、 ’-__-●●_●_●_一 主成分分析和模糊聚类分析为辅相结合的方法，将吉水县的公益林划分为3个经 营类型区，并就各经营类型区提出了公益林建设与发展战略。2、以经营类型区 为单元，采用等效益替代法和支付意愿法，运用修正的计量模型，对各类型区集 体公益林的水源涵养效益、固土保肥效益、制氧固碳效益、景观游憩效益、消除 噪声效益、护岸护路效益、改良小气候效益、减轻风水旱灾效益等八大生态效益 进行了货币化计量，得吉水县集体公益林生态效益货币值为303 095 767．86元。 3、以SSMII法(软系统综合集成法)作为公益林综合生态效益评价指标的构建 思路，以K．J法提出备选指标，采用AHP(层次分析法)对各选指标进行筛选， 以Delphi—AHP法确定指标权重，采用综合指数法对吉水县I、II、III经营类型 区的公益林综合生态效益进行了评价，综合指数II区Ill区I区。4、就吉水县 建立公益林生态效益补偿制度的理论基础、补偿额的测算、补偿渠道与办法等方 面进行了探讨。 关键词公益林生态效益分区计量，评价补偿 √ ＼／ v √ × × ABSTRACTWith ABSTRACT With people’S awareness of eco—environment，eco—benefits of publ iC benefiCial forest is increasingly attached more and more importance．Based on summariZing and aSSimilating research positive results of predecessors， estimation and evaluation were studied on eco—benefits of collective public beneficial forest in Jishui county．There are four parts in thiS theSiS： 1．Applying the main method of constellation graphics and the assistant method of principal component analysiS＆fuzziness classification，the public benefiCial forest of Jishui county was divided into three management pattern regions．And construction＆development strategies of public benefiCial forest for each region were put forward． 2．Using the management pattern region as a unit，with the method of equivalent benefit substitute＆payment will，applying the reformative estimation model，the eight eco—benefits were estimated in currency which were water conservation benefit．soil regularized＆fertility sheltered benefit，oxygen produced＆carbon—dioxide absorbed benefit， noise elimihated benefit，landscape benefit for tour＆rest，bank and road protected benefit，microclimate meliorated benefit and gale floodwater drought al 1eviated benefit．The total value was 303 095 767．86 Yuan． 3．Evaluation indexes of eco—benefits of public beneficial forest were designed by SSMII method．Pre—selected indexes were
