毪《8 毪《8 7，33 摘 要 ／随着人类社会由农业文明和工业文明转向生态文明，森林的 生态效益逐步取代经济效益而被放在首位。林业从单一生产木材 ；，林副产品为主的传统林业到开发森林三大效益的多效益生态 F业，已成为今后发展的必然趋势。，7， 本文以江西省吉水县为研究对象，就普遍关注的生态林业问 题从规划方面进行了探讨，主要内容包括5个方面：(1)阐述生 态林业及生态林业规划的理论，为实践提供理论依据；(2)在分 析吉水县自然、社会经济及森林资源现状的基础上，采用系统诊 断模型层次分析制约吉水县生态林业建设的关键问题及一般问 题；(3)运用SD(系统动力学)模型对吉水县生态林业建设进行 仿真分析，提出今后吉水县生态林业建设的指导思想、规划目标 及发展对策：(4)根据吉水县自然地理状况对该县生态林业建设 分区，提出各个区生态林业建设的模式类型；(5)提出在吉水县 实施生态林业建设规划的保障体系。 关键词：生态林业：规划，战略目标，模式设计：保障体系7 ABSTRACTWith ABSTRACT With the mankind changing directions from the age of agriculture and industry to the age of ecology，the eco—benefit of forest replace economic benefit increasingly and is put in the first place．At the same time，that traditional forestry which pursues single-product economy benefit mainly from hood and forest sideline products advances to eco*forestry which develops multi—benefits of forest，has been a tNnd in the future．This paper exactly discussed one field of it——CCO—forestry plan． Based on theories of eco-forestry and eco—forestry plan，eco-forestry plan was studied in Jishui County,Jiangxi Province．The main contents include four parts： (1)On the basis of analyzing its nature，social economy and forest resource of Jishui county，key problems and COrNmon problems that restrict its eco-forestry sustainable development were analyzed by applying the method of system diagnosis model． (2)By means of system dynamics model，the construction of coo·forestry was imitated．From which，the plan targets and counter measures for development were put forward． (3)Based on the conditions of uature and geography，the place of constructing eco—forestry was divided into districts．Eco—forestry’S pattern was designed in each district． (4)The guarantee system ofimplementing eco-forestry plan was also discussed。 Key Words：Eco—forestry,Plan，Strategic goals，PaRem designs，Guarantee system 堡主堡苎!童查墨生查苎些塑型曼笙兰壅堕塑里!型一 堡主堡苎!童查墨生查苎些塑型曼笙兰壅堕塑里!型一 一 导言 森林是自然资源和生态环境的重要组成部分，由于人类对森林资源及其他资源的 无节制开发和利用，形成了一系列生态环境问题：大气污染和酸沉降，土地沙漠化， 水土流失，绿色屏障锐减，珍稀物种濒危，等等。人类出于对自身健康的关心而
