上海海洋大学硕士学位论文 上海海洋大学硕士学位论文 万方数据 万方数据 课程和讲师这三大部分，本文特别针对这三大体系构成部分建立实用有效的培训 体系。三大体系构成，分别进行详细的分解和构建，以实用性为主。 最后，总结了本文研究的不足与未来的研究方向。本文所研究的嘉兴市农村 劳动力培训问题分析和培训体系构建同时，也遇到了一些难题，如调查区域局限 性，调查人数的比例不够，个别数据分析不够全面，培训体系构建实用推广性不 强等问题，我们将在未来社会进一步发展过程中作进一步探讨、分析和研究。 笔者希望通过对嘉兴市农村劳动力培训现状分析和对策的研究，提出一种农 村劳动力培训的新评价理论和评价方法，建立了农村劳动力培训体系。为国家人 力资源和社会保障部门、农业经济局（农村劳动力培训与转移工程领导小组办公 室）有关培训项目的开发与实施提供理论参考和决策依据，为促进社会可持续发 展提供重要的帮助。 关键词：农村，劳动力，培训，嘉兴 II The analysis of recent condition and solutions of rural labor force training in Jiaxing ABSTRACT China, as the biggest agricultural country in the world, has the significant problem of ‘the Three Rural Issues’, namely the problems of agriculture, famer and rural area. However, the primary one of ‘the Three Rural Issues’ is increasing income of famers. The Key of income growth lies in whether the rural labor force could be employed sufficiently, and achieves the transfer from agriculture to non-agricultural sector. Studies show that although the employment of rural labor force is influenced by many factors， the condition of human resource plays an important role in improving employability and making employment stable. Besides, one of the essential ways to form human capital of labor force is vocational education and training, which is the fundamental work of accelerating rural labor transfer, improving famers’ income and employability, and the competitiveness of industry in our country. Therefore, the government pays high attention to this work, and gives policy-type planning and guidance to the vocational education and training of rural labor work through legislation and other forms. According to the national policies of the ministry of agriculture, training has already gained some experience in the further work of famer education and training in various regions, in order to further increase farmer education and training work rural labor force.
