competence-based training and administration of junior civil servants should be counted as significant research projects in the process of developing human resources.
Based on the framework of COMPETENCE and a case study of the public officers’ competence in M town, Minhang district, Shanghai Municipality, this paper attempts to probe into the present training and administrative programs so as to ensure that they are well-focused and highly efficient. Ultimately, it can be expected to build up a strong team of civil servants who are politically steadfast and professionally competent. Only in this way can various work be done to answer the calls of times and to maintain social stability as well as its healthy development.
The author conducts a detailed study of the training and administration of civil servants in M town and accordingly proposes some possible measures of making assessments and giving feedbacks. The overall structure is described as below.
The first part is the abstract which introduces the background information, value of the present research ,the organization and methodology. The second part presents some relevant concepts and theoretical foundations. Next come case studies of the present training and administration of public servants both at home and abroad including surveys of the status quo, educational courses, as well as some valuable lessons and experiences drawn from those programs. What follows in the fourth section is a detailed analysis of the training and

administration of civil servants in M town which covers the major problems and their causes, such as a lack of systematic principles and a clear goal as well as the binding power of certain incentives. In the last part, some constructive suggestions with regard to the improvement of competence of civil servants and the whole administrative systems are put forward.
