摘要 摘要 摘要 技术经济学是…门研究技术和经济之间辩证关系的新学科。技术经济学研究 的主要目的是将技术更好地应用于经济建设，包括新技术和新产品的开发研制、 各种资源的综合利用、发展生产力的综合论证。技术经济分析就是利用技术经济 学的原理，从技术和经济等方面对项目进行评价，能够使项目最大限度地获得经 济效益和社会效益，是保证决策正确、降低风险、提高管理水平的意要措施。本 文主要研究了技术经济学的理论、技术经济分析评价方法以及技术经济评价在风 电投资项目中的应用。首先，本文阐述了技术经济评价风电项目的背景及意义， 国内外的研究与发展现状及本文的研究思路和方法。其次，本文论述了技术经济 学的理论体系，包括技术经济学的定义、特征、产生与发展、评价方法与指标体 系等方面。再次，本文阐述了建设项目财务评价与国民经济评价，这是对项目经 济评价的理论基础。最后，本文对风电项目的技术经济评价进行了分析与研究， 并运用以上理论对某市某风电投资项目进行了技术经济评价。 关键词 z 技术经济学 风力发电 评价指标 11 11 Abstract Abstract Techeconomiωis a new subject studying dialectical relationship between technical and economic. The main pu甲ose of tech-economics is to apply technology better to e∞nomic development ，inc1uding the development of new technology and new products ，the comprehensive utilization of resources，and the ∞mprehensive verification of productivity development.Technical and economic analysis enabled the project to maximize its economic and social benefits. It is an important measure to ensure the decisions ωrrect，reduce risk and improve management level.This thesis mainly studied the theory and evaluation of tech-economics ，and the application of technical and economic evaluation ofwind power investment projects.Firstly ，this thesis studied the background and meaning of evaluating wind power projects by techeωnomics，and the research and development status in domestic and abroad，and the ideas and metho啦。f this thesis.Secondly ，this thesis studied the theoretical system of tech-economics ，including the definition ，characteristics，production and development，evaluation methods and index system of tech-economics. Thirdly，this thesis studied financial appraisal and national economic evaluation which is the thω可 basis of economic evaluation.Finally ，this thesis analyzed the wind power project by the theory of techeωnomics and analyzed a wind power investment project in a certain city.
