城市流浪狗的管理研究论文.docVIP

摘要 犬类自古以来就是人类的朋友，作为人类的主要的伴侣动物之一的历史已经超过了一万年。在我国，特别是在改革开放以后，伴随着经济水平的发展和人民生活水平的提高，情感的需求日趋强烈，养犬也在中国更加普及。特别在北京上海等大城市更为普遍。但同时由于人类缺乏对动物喂养的责任心、混乱的宠物交易市场、价格失控的宠物医疗市场和政府监管的缺失，法律制度的缺位，流浪动物也越来越多，给公共治安、公共环境带来了众多问题。政府对流浪动物的规范管理已经迫在眉睫。 本文将在借鉴国外已有管理经验和实践成果的基础上，结合我国现实的社会环境，以北京地区为例，进行充分的实地调研，研究目前流浪狗管理中存在的诸多问题，包括法律缺位、政府监管不当、民间救助困难等，对其反映出的问题进行深刻反思，从而提出个人建议，为流浪狗的管理形成一套人性化、规范化的科学管理模式，从而也促进政府理念从管治到服务的转变，管理模式的蜕化，同时也加强政府与非盈利组织间的沟通与合作，促进我国的流浪狗保护意识的觉醒，从而真正建立人性化的和谐社会。 关键词：流浪狗 公共管理 动物保护 Abstract Since ancient times, dogs are friends of human beings, and the period which as one of the main companion animal of human being has more than several thousands years. In our country, especially after the reform and opening up, along with the development of economic level and improvement of peoples living standard, dog is also more popular in China. Especially in?big cities like Beijing and Shanghai. But due to the lack of the sense of responsibility and lack of government regulation, disorder of pet market and pet hospital, high prices, more and more vagrant animals appears. This phenomenon has caused a big threat to public security, public environment and many other problems. The government of the standard management of stray animals is urgent. This article will uses management experience from abroad and practice for reference, and combined with the reality of China, the case of Beijing. I will make a full field investigation, looking into many problems on stray dogs such as legal vacancy, undue government regulation, and civil rescue difficulties and so on.
