PAGE PAGE 2 中加长期护理院养老运行机制比较研究 ——以加拿大李国贤护理安老院与广西重阳老年公寓为例 刘丽萍 周琦 广西中医学院护理学院 广西南宁 530022 【摘要】 目的：比较中国和加拿大长期护理的一般情况、资金来源与支出、服务内容和老人准入条件、经济来源以及护士薪酬，分析两种护理模式的异同，探索可能借鉴的意义。方法：参观加拿大李国贤护理安老院和广西重阳老年公寓，咨询、收集资料，对比分析。结果：两座长期护理院在收入老人、服务内容、整体护理运作上有相似的地方，而在福利性、空间私密性、老人与固定职工比、老人的准入条件、缴费的模式等都有明显不同。结论：加拿大长期护理福利平等，养老制度规范，但中国还不可能全面福利性养老，必须结合国情不断完善长期护理院机制、规则，实现养老护理保障，同时福利差额补助护士从事养老行业，促进养老事业和谐有序发展。 【关键词】长期护理 老年公寓 运行机制 Long-term Nursing Operational Mechanism Comparative Study of Chineses and Canada The Comparative Study of Simon K.Y.Lee Seniors Care Home and GuangXi ChongYang Aged Nursing Home LIU Li-ping，Zhouqi (School of Nursing, Guangxi Traditional Chinese Medical University, Nanning 530022,China) 【Abstract】 Objective: Comparing general conditions of Long-term Nursing, funds source and expenditure, service contents and admitted requirements, financial source, and pay of nurses between China and Canada, analyze Similarities and differences of this two nursing models, search for available and referential significances. Methodology: visiting Simon K.Y.Lee Seniors Care Home, and GuangXi ChongYang Aged Nursing Home, consult and collect data, then compare and analyze them. Results: there are similarities on admitted elderly, service contents and operation of holistic nursing between both Long-term Nursing homes. But there are obvious differences in welfare, space and privacy, ratio of elderly and fixed staffs, admitted requirements and payment patterns between the both. Conclusion: long-term nursing of Canada has equal welfare, normative systems providing for the aged. But comprehensive welfare providing for the aged in China is still not possible. China has to combine the national condition and continuously complete mechanism, rules and regulations of long-term nursing home to realize endowment insurance, meanwhile, subsidy nurses who engage in aged nursing care with welfare balance, and to promote the harmony-ordered development of the aged nursing care. 【key words】long-term nursing
