摘要摘要 摘要 摘要 在目前的风景名胜区规划中，我们主要把目光和精力都集中在了资源和空 间规划中，而在近纪念，风景名胜区的经营与管理逐渐成了争论的焦点。随着 风景名胜区管理模式的不断改进，特许经营模式已经开始介入风景名胜区的经 营管理，但随之也出现了许多不同的声音和问题，寻根溯源，最终问题的症结 还是在风景区的保护与开发上的关系上，开发经营的内容应该是什么，尺度怎 么去把握目前还没有定论。 面对目前风景名胜区管理体制的逐步优化，经营模式的多样化，目前大部 分风景名胜区的规划很少从这个角度去分析，去界定。特别在目前建设部逐步 开放风景名胜区特许经营权限的过程中，很多风景名胜区走在前面，但缺乏有 效的理论指导和规划中这一方面的支持，往往陷入了操作盲区或误区，导致本 应有效的经营管理模式却成了破坏风景名胜区的罪魁祸首，企业改自主的地方 受到过多的约束，减少了效益；政府改重点监管的内容却缺乏监管，导致很多 优秀资源毁于开发商之手。所以，在目前形势下，风景名胜区怎么特许经营， 特许经营的对象是谁?如果界定特许经营的尺度都是十分值得研究的课题。 另一方面，面对新形势下风景名胜区产生的诸多问题，面对风景名胜区已 经在实行的特许经营模式，我们的规划如何应对?如何让政府在规划文本的指 导下安心、放心地施行特许经营；如何让开发商在规划文本给定的范围内进行 特许经营，如何与时俱进地在风景名胜区规划中考虑特许经营这一经营模式， 这是本文认为未来风景名胜区规划应该着重研究的问题，本文也提出，我们的 风景名胜区规划在未来可以从空间形态的规划逐渐成为空间形态与意识形态同 等重要的规划，这将对风景名胜事业的发展起到很好的促进作用。 关键词：风景名胜，特许经营，经营权，经济引导规划 In In the current scenic areas plan,we mainly focused on the vision and energy resources and space plarming．In commemoration of the past,and management of scenic areas gradually became the focus of controversy．Along with the continuous improvement mode scenic aJca management,franchising model has begun to intervene in the management of scenic spots．But this was followed．and there a∞ many different voices，Getting to the root of the matter．ultimately the crux of the problem is the protection and development of scenic spots in the relations， development and operation ofwhat should be the content,how to grasp the scale has not reached a conclusion． The face of the gradual optimization scenic alca management,the business model diversification most scenic areas rarely from the perspective of planning analysis to define．Particularly in the present progressive liberalization of the Ministry of scenic spots in the process of franchising authority．Many scenic areas arc in the lead，but the lack ofeffective guidance and planning support in this regard． Mistakes a∞often caught in the operation or blind．This should lead to effective management model has become the chief culprit in undermining scenic areas． change too much autonomy of the local enterprises
