This paper introduces the general configuration of smart substation, the main mode of construction-drawing in secondary specialty in Smart Substation, the problems of the present configuration and construction-drawing of smart substation; discusses the standard technology of construction-drawing in secondary specia- lty, the technology of transformations of drawing and model and the new configuration of smart substation; introduces the excellence and the problems of technology of construction- drawing in secondary specialty in smart substation and discusses the IEC 61850 construction of smart substation increasing new contents (such as the logic of anti-misoperation and the construction in prima system SSD,etc).This paper also gives some expectation for the standard technology of construction-drawing in secondary specialty in smart substation. Key works: Smart Substation; IEC61850; Construction-drawing; standardization; design tool; SCD;CAD 引言 IEC 61850标准的应用和智能变电站的建设正在中国电力系统快速发展，目前缺乏基于IEC 61850标准和智能变电站的系统设计、制造、调试、运行和维护的技术标准、技术规范和经验。我们需要研究智能变电站一次、二次设备优化整合技术及标准化应用方案，研究智能变电站二次施工图标准化设计手段，提高智能变电站通用设备集成度，优化一次、二次设备参数及配置，规范设备间接口技术。中国国家电网2012年总部科技项目申报指南第一批和第二批均提及智能变电站二次图标准化技术研究与应用，目前各制造厂家、设计院和电科院均在逐步深入研
